- A Tampa mailing address can be outside city limits. Part of the New Tampa area is unincorporated.
- Median build year is 1985 in Tampa, 1978 in Clearwater and 1969 in St. Petersburg.

- Darvin Kitchen is a Licensed Building Contractor, Florida license CBC 1269832, based in Bradenton.
What kind of homes do Tampa Bay kitchens sit in?
Tampa Bay mixes very old and very new housing, so the neighborhood matters more than the city name. Census ACS estimates (2020–2024) put the median year built at 1985 in Tampa, 1978 in Clearwater and 1969 in St. Petersburg, where about 37% of homes predate 1960. Hyde Park dates to the 1880s, Seminole Heights was founded in 1911 and Davis Islands was built in the 1920s land boom. In older neighborhoods like these, ask for a wiring and plumbing check before the layout is final.

Which office issues the permit for a Tampa Bay kitchen?
The building department for your address, which may not match your mailing address. The City of Tampa's Construction Services Division issues permits through Accela Citizen Access; unincorporated Hillsborough County uses Development Services (Building Services) and HillsGovHub. St. Petersburg and Clearwater run their own departments, and Pinellas County serves unincorporated areas and some small cities. Part of New Tampa is inside city limits, but a larger surrounding area is unincorporated Hillsborough County with a Tampa mailing address; the City of Tampa offers a city limits look-up.
Hillsborough County lists cabinet work and tile among cosmetic work that typically does not need a permit, and says kitchen or bathroom remodels may need one depending on the work; its example of a remodel that would likely need a permit involves plumbing. The City of Tampa's code also lists cabinetwork among work that does not need a building permit, while moving a sink, adding a circuit or running a new gas line is on the permit side. Florida's $7,500 exemption rarely covers a full kitchen. Our permit guide covers both offices and the state exemption.
Do historic districts affect a Tampa kitchen remodel?
Possibly, mainly for exterior work. The City's historic preservation page links design guidelines and district maps for Hyde Park, Tampa Heights and Seminole Heights; Certificates of Appropriateness cover new construction, additions and exterior repairs. The page does not address interior-only work, so ask the city before changing windows or exterior vents.
How do flood zones and the 50% rule apply?
In a mapped flood hazard area, your remodel's cost is compared with the building's value. Check your address on FEMA's Flood Map Service Center. Federal rules define a substantial improvement as work costing 50% or more of the structure's market value before the work starts. Hillsborough County applies the rule in Special Flood Hazard Areas (zones A, AE, V, VE, AO, AH, AR and A99) and counts costs over 12 months; that page does not say how the City of Tampa applies it, so ask Construction Services.
St. Petersburg's floodplain ordinance sets a stricter 49% threshold for substantial damage in flood hazard areas (see the City's page on permitting after a storm). That page does not address planned remodels, so ask the city how it counts costs. Storm water is a real risk here: NWS Tampa Bay's Hurricane Helene report documents record water levels, including 6.83 feet above mean higher high water at Old Port Tampa. Our guide to flood zones and the 50% rule explains how the rule reaches cabinets and floors.
What do hurricane season and humidity mean for materials?
Design for moisture all year, not only for storms. The Atlantic hurricane season runs June 1 to November 30, and the National Weather Service describes persistent dew points above 70°F in the rainy season. Our guides to salt air and humidity and hurricane-season planning cover materials and scheduling. In a flood zone, FEMA Technical Bulletin 2 rates built-in wood and particleboard cabinets unacceptable below the base flood elevation, so a kitchen below that level needs a materials plan from the start.
What about HOA and condo rules?
Your association's documents decide. An HOA can review plans only within the powers its declaration or guidelines give it, and since 2026 it cannot make a building permit a precondition (Fla. Stat. 720.3035). In a condominium, the statute sets no blanket approval requirement for work inside the unit (Fla. Stat. 718.113), yet the declaration may add approvals or work-hour limits. Get any approval in writing early. See HOA and condo rules for a kitchen remodel for how Florida law treats interior work.
How does Darvin Kitchen work in Tampa Bay?
Darvin Kitchen is based in Bradenton, with Tampa Bay at the northern end of its service area. Your custom cabinetry and stone surfaces are fabricated to the approved layout, and a Cabinetry & Stone Only package is available if no walls move. Before design is final, ask which office will review your address (the City of Tampa, St. Petersburg, Clearwater or a county) and who applies for the permit; the written agreement covers that. For budgets, see our guide to remodel costs in Tampa Bay. Neighbors to the south are covered on our page for Bradenton and Manatee County kitchens. Whoever you hire, check the contractor's license first.

Frequently asked questions
Does Darvin Kitchen work in St. Petersburg and Clearwater?
Yes. All three cities are in our service area. Each issues its own permits, so your address decides which building department reviews the work.
Do I need a permit to replace kitchen cabinets in Tampa?
Usually not for the cabinets themselves: the City of Tampa's code lists cabinetwork among work that does not need a building permit, and Hillsborough County lists cabinet work and tile among cosmetic work that typically does not. Moving plumbing, adding circuits or changing walls is different, so see our permit guide and confirm your full scope with the building department.
Is my Tampa mailing address inside city limits?
Not necessarily. A large area around New Tampa is unincorporated Hillsborough County with a Tampa mailing address. Use the City of Tampa's city limits look-up or ask the city or county before applying.
Does the 50% rule affect my kitchen remodel?
Only if your home is in a mapped flood hazard area. There, work costing 50% or more of the structure's market value is a substantial improvement under federal flood rules, and the building must be brought up to current floodplain standards. Ask your building department how it counts costs.
